using steam wallet on apex

i added 100 dollars to my steam account to spend on apex because that is what i usually run the game on. not only am i not able to spend it on apex but I can't refund it either to instead spend though the EA app. i messaged steam support about two days ago but haven't heard back yet. i just need to know why it might not be working and how to work around it.
