It sounds like you've already gone through the usual troubleshooting steps without much luck, sorry to hear. Have you had this happen in all modes, or just a specific mode?
I do see you've mentioned the us-east datacenter - while you'll have a bit higher ping, does this change at all if you switch to a different datacenter and play a few matches? If you're only seeing this on us-east, that'd be a great detail for us to be able to note.
What would really help from this point is if you're able to get a screenshot of the server ID when you connect to a game that's experiencing this type of packet loss. If you turn on the display at Settings > Gameplay > Performance Display, this should show up in the upper-right corner during a game and show both packet loss and the server ID in addition to some other network info.
It doesn't sound like this is due to your hardware, but if you're able to grab a dxdiag along with the Performance Display screenshot(s) that would be excellent info we can pass along to check into the particular servers running those matches and see what may be going on. Thanks!
