Framerate differs too much. Did fresh windows install (latest, just created with media creation tool), latest drivers and downloaded only apex.

It was some kind of physical issue. It's just weird that only apex was affected. Like I said, something was holding my gpu at 60w, when it can go up to 130w. Only after completely rebuilding pc, now everything is fine. Sorry for bothering you.
