Permanently cannot relink with Steam account?
I have unlinked my old steam account and waited the wait period for relinking to a new steam account. When attempting to link my new steam account, it says: Your accounts can’t be linked because the EA Account for (current email address) was previously linked to the Steam account for (Old Steam Account). An EA Account can only be linked to one Steam account in its lifetime. So does this mean I cannot link my EA account to a steam account forever?

Unfortunately, that message is saying you can only link one Steam account during the lifetime of the EA Account. If you are trying to relink the original Steam account and it's not working, try contacting an advisor to see if they can assist. Cases can be opened by following the instructions here.
