Permanently cannot relink with Steam account?

I have unlinked my old steam account and waited the wait period for relinking to a new steam account. When attempting to link my new steam account, it says: Your accounts can’t be linked because the ...

    Hi there, @isamegamer 

    Unfortunately, that message is saying you can only link one Steam account during the lifetime of the EA Account. If you are trying to relink the original Steam account and it's not working, try contacting an advisor to see if they can assist. Cases can be opened by following the instructions here.

    This seems like a very outdated way of things. Is there really no way or alternative at all? I was hoping it would be possible somehow.
