POPCNT SSE4.1 Instruction on APEX

When i tried to run Apex it's say CPU Does not have POPCNT

when i tried to search you can find POPCNT on processor released on 2008 or later

my processor is Core 2 Quad Q9550 and it's have SSE4.1 Instruction

with  1050Ti GPU and 16GB ram i think i could play apex

why can't i run apex ? is there anyway i could do ?
