Account merging already happened when cross progression came out, this means that all currencies, cosmetics and all that kind of stuff would've already been merged if your platform accounts (e.g. Steam, PSN) were linked to the same EA Account.
If your data was not merged, then this means your Steam account is linked to a different EA Account than the one your PSN account is linked to.
This is because all data related to Apex Legends is stored on the EA Account and not on the Platform accounts themselves. This means that it's not possible to merge the data from your Steam & PSN accounts if they are linked to different EA Accounts.
Relinking one of your platform accounts to another EA Account will allow you to access the progress of that EA Account with that specific Platform Account, but you won't be able to access the data from the EA Account it was previously linked to via that Platform account.
Here's an illustration:
In this case you have your Steam and PSN Account linked to separate EA Accounts. Let's say this: Account #1: 4 skins (Can be accessed via Steam) Account #2: 7 skins (Can be accessed via PSN)
You decide to relink your steam account to Account #2:
Now this is the situation: Account #1: 4 skins Account #2: 7 skins (Can be accessed via Steam & PSN)
This means that the progress is kept on Account #1, but is no longer accessible via Steam as it has been relinked to Account #2. The same applies to any currency and any other form of in-game content.
