From what I'm seeing here, it seems like they haven't completely blocked you from contacting the TOS team.

If you get banned from another EA title then you should be able to dispute the ban or get more information about it.

Though they will most likely ignore any ban appeals for your Apex ban as they've investigated it multiple times and came to the same conclusion of the account action being rightful.

As for account transfers, I believe that your extra linked accounts can be unlinked and linked to a new account, though each account (e.c. Steam, Xbox, etc) can have certain delays in between when you'll be able to relink them to another EA account.

Though any data associated with Apex and your EA account are restricted due to your ban, so you won't be able to get any skins, levels, etc back from your account.
