That message indicated the EA account you are trying to link your PSN to already has or has had a PSN linked to it. 

In this case, you would will not be able to link that PSN account.

If you had that PSN account linked to a different EA account before the one you are currently trying to link to then I would recommend linking it back. 

If this is the first time you are linking that PSN to EA, then you will need to use a different or new EA account.
