well, the WAY easier fix for this would be just to set Adaptive Resolution FPS Target to 0 - that disables the Radeon BOOST Feature ingame, which does exactly what the problem explained here was. No need to check anything in the drivers like ANTI-LAG or even using enhanced sync, which both can cause even MORE stupid issues with the good old Apex CS Source Engine.

Radeon Boost Technology
Like the name implies, Radeon Boost is a variation on the resolution-altering tools that increase GPU performance intelligently. It will take its cues from movement on the screen, as opposed to a traditional frames-per-second metric.
