You may need to change some of your in game settings to fix this. Below is a suggested list of settings you may try to see if it helps.
Adaptive Resolution FPS Target: turn this off, set to 0.
Adaptive Supersampling: turn this off also.
Anti-lasing: TSAA
Texture streaming Budget: High 94GB VRAM)
Texture Filtering: Anisotropic 4x
Ambient occlusion quality: Low
Sun Shadow coverage: Low
Sun shadow detail: Low
Spot shadow detail: Low
Volumetric lighting: Disabled
Dynamic spot shadows: Disabled
Model Detail: Medium
Effects detail: Medium
Impact marks: Low
Ragdolls: Medium
Apply the setting and try playing a few games and see if it helps. if it does you can then try changing individual settings as you like and see how they affect your game.
Additionally there could be the element of the laptop overheating and that you system is throttling IDK how you could fix this as normally you would add another fan to the system but with laptops there is not much space where this can be done.
