Insane GPU usage even at low settings with high end computer

im stuck at 97% gpu usage even at everything at low , changing settings doesnt seems to do any differences. *UPDATED  this might even break your gpu this is a serious issue specs 1080 ti i7-7700...

This was of no avail to me, still at 98-100%

And if you cap your fps ?

I will try this tonight (It run at 144fps, will try 120)
