Outside of any platform exclusive skins, once the Cross Progression migration takes place for your account you will indeed be able to use skins on your PC account that were previously unlocked elsewhere. 🙂

Just be sure your Xbox account is linked to the same EA account as your PC account, and check out the details in the blog post @TheRedLion93 linked!
