Yep, same issue here. Me and some friends were going to play this last night. Myself and another had to re-download it as we hadn't played in a while. Both of my mates got in fine, but I was left with this error. I'm clearly online as I just downloaded it and could receive invites to the game from my mates.
Tried basically all of the same things you have mentioned but I haven't had any luck. The only thing I can think of is that I'm in the Windows Insider program, so I'm currently running a pre-release version of Windows 10. Maybe Apex doesn't like it and thinks I'm offline? Long shot for sure, but it's the only thing I can think of that's different from my mate's setup and the setup I had when I last played Apex last year.
I could try to revert back to a standard version of Windows 10 but at this point that's going to be a fresh install and I'd rather not...
