As far as the account itself, are there any other emails you may have used in the past that you could check? I understand you've said that this has already been double-checked, however the account you're currently posting with has only launched Apex on any platform very recently. If you were playing back in 2022, that would have definitely been on a different EA account.
If there aren't any other emails that may have been used at all, it's also possible your account with this email was accessed at some point by someone else who then changed the email. After that point if you tried using the email again, you would have been able to create this new account, but it would not be the same account despite using the same email again.
It would be best to contact support directly so they can help try to track down the original account that may have used this email otherwise, as that's the one you'd need to link your Steam account to in order to recover that previous progress.
