having the same issue with rtx 2080, it uses only 50% of available power with drops to 12-20% so the core clock drops from 1950 to 600 mhz sometimes.
in other games everything goes smootly and gpu uses a much more power up to 130%. power management profile set to high even specificaly for the game, but no effort.
issue came after the season 1 update, before that i had 200-300+ fps with stable and smooth picture
