Same specs - different fps

My friend and I both have the exact same laptop - Dell G15 Ryzen Edition

Specs - 

CPU: AMD Ryzen 7 5800H

GPU: NVIDIA GeForce RTX 3060 Laptop GPU

Generic Dell Mobo & 16 gb ram

On his laptop with settings at Apex default based on specs Apex runs at 160-180 fps in buildings and drops to about 150 outside. On my laptop with all settings dropped to low I get about 130 fps in buildings, but anytime the skybox is on the screen on any map I drop to ~15 - 30 fps. The game is unplayable. I've changed just about every setting any tech thread has presented but there is very little difference.

Any suggestions appreciated.
