I have seen this behaviour too.
I wouldn't put it past EA to be using some weird hybrid setup to save a buck.
I have the same problem with poor network performance, even though I am "supposedly" connected to my closest data centre. But maybe that's the key. "Data Centre" isn't the server we are playing on? Maybe it's just a gateway to the U.S. and that's why actual performance sucks.
Physical game servers are probably all located in the U.S., although I've seen a lot of connections to Amazon and Google Rent-a-Servers.
Looking at EA servers now going up and down like a jojo I would guess the login servers trying to give you a connectivity istead of just a loading screen.
I think EA is having a bit of a problem with server stability in their amazon clusters as we speak, just hope we will get an official note on the matter as its hard to impossible to play atm. Can get some games, some freeze and all kinds of side effects.
