@SpectreFang alright i haven't tried one thing out and it was changing the affinity of the game launchers themselves......
so open origin/steam
open up task manager
click on origin/steam then click on go to details
right click on origin/steam
click on affinity
so here according to how many cpu cores you have you should uncheck <all proccessors> and then check cpu 0 and the highest cpu you have (mine was 7)

Sadly didn't work for me, also tried -numworkerthreads 1 and that didn't help, CPU usage still hits 90+ and causing massive stuttering. Crazy how no statement has been put out even acknowledging the problem.
