I have the same problem and i tried searching around and tried all the methods and nne worked.
I have tried more than one method. But I couldn't run it. What is the definitive solution

Are you still running into that same error message? If so, what sort of troubleshooting steps have you already tried so far?

Yes, the same problem persists. The methods I tried
1- Uninstall Origin and Reinstall - Not work.
2- clear DNS cache
3-clearing hosts file
4-Cleaned the Origin Cache and Programdata
5- Run Administrator Origin
6-I connected with a VPN.

8-Resetting IE Settings
9- Disable Antivirüs
I always get the same error. No improvement. Only this game has problems.

Can you try running a Windows System File Checker scan. I believe webio.dll is a system file, so so hopefully the scan will find and fix any issues.
Do do this, you can open an elevated command prompt and enter the following without quotes: "sfc /scannow"
To open an elevated command prompt, type "command" into your Windows search, then right-click the Command Prompt app and choose to Run as Administrator. - No errors are visible. add log files.
Something hasn't changed after the scan. I deleted the game, downloading it again.
Should work then. I had the same issue 2 days ago. Reinstalled origin and Apex...no probs now
