XBOX ONE Extreme stuttering, freezing, rubber banding, DESPITE Good Connection.

Xbox One.

I've been having this issue since Season 6 dropped.

On good days most of my shots register on people and there is a slight frame rate drop when I enter into a gunfight.  

I have only had one lag free game where it felt like all my shots registered and I didn't lag a single time.  It was on the Dallas server.  The video where it looks like I was literally lag switched was also on the Dallas server.  

On a bad day, my frame rate cuts to about half when I see another person and engage them, my game with either freeze for split seconds or entire seconds while we fight, and sometimes I win and sometimes I die.  People spectating me can see this.  In addition I rubber band forward off ledges and past corners of supply bins.  Loot I pick up I OFTEN have to go back for and press X over more than once.

It's also obvious where I am physically on my screen is not where I am on the server.  I am a solid person and a half behind where I am on my screen.  I often get shot despite being around a corner and while mid air sliding(so before the slide starts).

BEFORE YOU SAY ANYTHING.

Here is a long list of things I have tried: 

Turning it on and off again 

Holding down the xbox button to hard reboot the console (where the Xbox screen comes up)

Holding down the xbox button to hard reboot then unplugging the thing for 2 minutes 

Factory resetting my console, both options.

Trying any and all network tests before gameplay 

Using DNS servers (Google making it significantly worse for some reason, every other server making no difference)

Clearing the Alternate MAC address + restart 

Alternate Port Selections (none seem to change anything though 56100 was slightly better)

Port forwarding in my physical router settings

Power cycling the router(unplug it for 2 minutes plug it back in) 

Using 5Ghz connection (less microstutters, more extreme freezing)

Using a range extender (this also made it significantly worse) 

Running the game from Xbox Storage 

Running the game from an HDD 

Deleting all captures from internal storage 

Disabling anything connected to TV & OneGuide options (forcing the xbox to only focus on the game)

Disabling background updates, capture uploads.

Turning on EVERGY SAVING Startup mode (as opposed to INSTANT ON)

Clearing Blu-Ray Persistent Storage (I do not own a Blu Ray disc but sure why not)

Specs: 

I have an Xbox One S 500gb (the white one)

NETGEAR Dual Band Router 

Detailed Network Statistics:

Download Speed: 35-85mbps

Upload Speed: 3.5-9mbps

Latency: 38-42ms

Packet Loss: 0%

Wireless Strength: 100%

MTU 1480

Nat Type: OPEN

I did not have any connection issues in season 5

I'm not bad at this game I have 50000 kills

Servers:

On a good day I get 2 to 4% packet loss on every server 

On bad days I get upwards of 8%

Server readout as of right now:

Iowa GCE 2 31ms 2%

Iowa GCE 1 32ms 2%

Iowa GCE 3 32ms 2%

Iowa GCE 4 32ms 2% (I experience my problems on all 4)

Dallas 35ms 2% (every once in a while I get a completely lag free game, everyone once in another while my game freezes for 10 seconds)

St Louis 50ms 2% (This is still the worst server I've ever played on.  It used to show up as 999 ping -1 packet loss and I can see why)

Salt Lake City 53ms 2%(I played on this server the first 4 seasons it used to be 23ms for me)

Oregon GCE 1 57ms 2% 

Oregon GCE 2 57ms 2% (I experience all problems on both of these servers)

New York 62ms 2% ("normal" amount of problems)

Oregon 2 63ms 2%

Oregon 1 63ms 2% (I begin to see "clean" lag when I play on these servers.  Stuff like seeing the last bullet hit someone and getting the knock a split second after you're supposed to)

I live in Denver, Colorado so I avoid east coast servers as the closest one is South Carolina with 85ms of ping
