This is why I believe that they did not think this change through.
A cooldown is important for the Tank versions of the APS because the Tank APS stops shells too, it is also part of the tank and cannot be individually destroyed.
Meanwhile the infantry APS can be erased by a couple of bullets, an explosive shell or EMP.
So now we have to wait who knows how many months for their "Telemetry(TM)" to catch up to the fact that the infantry APS was the only thing giving some protection for 8 to 64 players throwing all their frag grenades and missiles at your general location while siting next to their ammo boxes
It's sad but true. I don't think we've received any feedback here about why such a change was even necessary to Irish. When they see the percentage of people who die to explosives rise by 50%, maybe then, they'll realize that it was a mistake to make such a change to Irish.
It feels like some kind of "twisted" way to force players into other classes that have as much explosives to equally spam back explosives. Just make the other "specialists" more useful (looking at you Rao) instead of nerfing the ones that are actually good and useful.
Honestly, I think Battlefield needs to have a kind of "Limited Test Environment" to test updates before they ship to the main game, something like this did previously exist if I'm not mistaken.
