Armor after last patch unkillable?

We've had several cases where multiple AT players are hitting armor with multiple javelins and LAWs at the same time, yet the armor gets down to 2 bars is on fire and is able to take 3 more hits with no repairs or just 1 repair.... suddenly the armor is at half health then full health.... what am I missing?

Starting to think the "passive repair" needs to be removed as a fix if it can out repair 3 AT players hitting it non stop.
