Can you use the phantom skins with any faction?
Or will they be faction locked somehow?

Unfortunately, no official information has been released regarding the skins faction in the Phantom pack.
However, based on the description “Featuring a US unit theme and soldier skin unlock,” this maybe only apply to the NATO faction.
But nothing has been confirmed, so it's best to be patient.
