Is it cheating or bad design?

Shooting someone in the face multiple times only for them to one shot me, in the leg, with a .44 magnum. Developers of this game doesn't know how guns work, or are people just cheating and EA can't ...

Thought it was just me. BR was full of people with laser beam guns, I quit playing it at all because I was tired of being picked off by a full auto gun at 100 meters.

BR is free-to-play and therefore prone to cheaters who have no fear of just making a new account.
