The funny part here is that the L115 having the slow speed is likely because it's been designed with a future sniper rifle nerf already baked in. There was a bunch of data mining regarding weapon damage/recoil/bullet speed/everything and one of the things was an across the board nerf to sniper rifle bullet speed.
Which didn't make it into the S3 launch patch. IF however they follow through, it will put every sniper rifle -PSR in the same realm as the L115. PSR will remain the only speedy boi, though I think it was also nerfed slightly.
As for long range, I thought that all sniper rifles get 1 shot headshots at any range. Personally I always use the SV because I like it the most, and I don't think I could say it has any more or less benefit in ELR sniping.
