Strange mouse and keyboard feel and general latency in Reflex/G-Sync gameplay

The last patch totally scuffed the game. It was bad before but now it feels like you're playing with mouse acceleration turned up to max. Literally every input is delayed, even on the keyboard. 

It's impossible to say what it is because every aspect of this game is in such a bad shape. It's probably a combination of everything that makes the game feel horrible.
