Why not let us do drive-by's with sidearms instead? It could be like in the Far Cry games.

That would be the next step, but in military terms it is an inefficient weapon for such use. Plus, passengers already have access to weapons, and gunner obviously has a .50 to serve hot lead with as a main course.
