I think they made an adjustment to the entire system of placing gadgets rather than just the mine. With recon, it's now 10x harder to get a decoy in a useful place because the angle is just wrong or there's a twig or the gods have determined that the flat piece of ground shall have no mortal construction upon it. It's really bad with the decoy since you have to wait like 2-3 seconds to try again if you accidentally click in a red zone. I haven't noticed anything crazy with engi mines yet but I mainly play breakthrough so it takes longer to notice those things. Oh, actually I have noticed that if the sector is taken while you're in it, you can no longer place mines in the red zone when you are retreating, which I actually think was a good change. The downside it is also seems to break using mines at all so you have to die if you want to lay another mine, so another bug for no reason.
With the RP7, yea it was nerfed against heavy armor. I think it's a silly decision to do that rather than remove the poor design choice of giving every engi 5 freakin' rockets when they spawn, but hey. The LAW and Jav still do well, I've even got a 660 damage hit from a jav because it can still hit a weak point if they're angled right. I haven't actually tried the AT4 in S2, so I'm unsure, and haven't had the opportunity to stinger or igla a tank yet so I can't say what their damage is either.
Just wait until they nerf the RP7 even more because it's still the best choice due to the massive utility it provides against practically everything.
