Variable scope zoom out key binding

For the variable zoom scopes it would be a big quality of life improvement to be able to zoom both in and out. It feels very janky toggling through one way to the desired zoom level. 

A secondary binding for toggle backwards would be great so we can bind to the mouse scroll wheel.
