Why do ranked PC players only get local servers after 8PM EST?

Trying to play ranked on PC any time before 8PM EST is impossible. Always get 120+ ping servers. How is it fair that PC ranked players can only play at night for a couple hours on local servers? This doesnt happen to console players, so they dont want to even play with PC players because even if theres 1 in a party, they get the terrible high ping servers as well. The matchmaking in this game is dead anyway, there's silvers going against top 250. The only matchmaking should be based on ping and if its ranked, there shouldnt be non-crossplay lobbies, all ranked players should be playing together and the only matchmaking should be based on the ping.
