Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

I was excited for portal, want to try newly created Experiences, until met with this freaking error! I'm disappointed, what's the point of portal if you can't paly your own Experiences. Get more ...

So their solution is killing portal, nobody play or care about it now!
Campaign is **bleep**, portal is **bleep**, resec who cares!

Anytime i make a server created with one of the verified modes, i can't log in and begin to play on it,
saying:

"GLOBAL GAME QUOTA EXCEEDED. Our server are at a capacity, we're working to get you back in the game"

This also happens when you are trying to log in to other people's verified game in the browser search.

What I've read and understand is, that this is a problem not only I am experiencing, but everybody.
