Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

I was excited for portal, want to try newly created Experiences, until met with this freaking error! I'm disappointed, what's the point of portal if you can't paly your own Experiences. Get more ...

I've been trying to start a server for 43 minutes now just sitting here hitting the button waiting to go. I I don't understand why this is happening. This company has to have set up the server farms that it rents at space from to automatically expand on demand and then shut down when they're not needed anymore it's 2025. We have that technology we've had it for a while.
