From what I gather, it's because there are already too many servers active. It's pretty frustrating, I haven't been able to host a Breakthrough or Conquest one since the day after launch, but there's not anything we can do as players to resolve things. I'm hoping that either interest drops a bit or EA increase the number of slots etc will make things easier.
If it helps, I have been able to host my Rush experience, so you could give that a try.
same and I blame the one who had the bright idea of making persistent servers everyone enables that and then nobody can make a server because that's enabled and their servers stay open even when their not in them it's so infuriating
