Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

A dual-track system should be implemented, separating xp gain in Portal from xp gain in multiplayer. Weapons unlocked in Portal cannot be used in multiplayer mode, while weapons unlocked in multiplayer mode can be used in Portal.
