I have said a long time ago, they should kept the solo and co-op playlist and expand upon.
Maybe put some progression limit on lower difficulty (easy, medium)like 2042, only give full XP on high difficulty (PvP bots level). Yeah, more progression on higher difficulty.
Add match making option (can be a toggle) to co-op, use the high difficulty by default with full progression, similar to battlefront 2 co-op. That will be the dream battlefield for a lot player.
People are doing basically the same thing in portal anyway, create a verified experience, fill with bots and put a password.
Can you for once give pve players some love, if you have to lock top tier mastery cosmetic to multiplayer, that will be OK, as long as I can get XP and challenges done.
