Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

I was excited for portal, want to try newly created Experiences, until met with this freaking error! I'm disappointed, what's the point of portal if you can't paly your own Experiences. Get more ...

I haven't been able to host anything since the release of the game. The problem we have in our country (South Africa) is that we apparently have a "low player count". The idea was to host a persistent server for people to have some sort of guarantee, that they can play with real players 24/7. That idea went down the drain real quick...
