CPU affinity at 0-3 at launch

At the start of the game, my CPU affinity is at 0–3 and when I join a game every is running in slow motion. I tried the user.cfg fixes and that only last for like two days or so. All the eaanticheats are set to 0–15. I didn’t have this problem in the beta.
