Splash Screen Error - Failure during Update Process

I have never gotten past this screen since the games actual release.

I've thrown the book at it. Windows updates, driver updates, uninstalls, re installs, put it on another drive, disable DLC's, reinstall AC, wipe EA from appdata, firewall rules, antivirus exclusions, checked for interfering open processes, vpn's, clearing cache, etc. I'm running out of things to try and the best part is that there are NO LOGS at this point in the startup process. Played the beta with no issues.
I'm at a loss, If anyone has any Ideas for what to try or had a similar issue I'm all ears.
