I can confirm that after updating my BIOS and turning on TPM and DOCP (AMD XMP) that it seemed to fix the issue, going from constant 100% CPU usage to 80% no matter the settings. It's really weird how inconsistent this problem is, affect high spec and low spec systems. I'm not even sure if what I did really fixed anything and might've just out optimized the problem.
