it sounds like the CPU might be thermal throttling and lowering the CPU speed. For example, the CPU speed drops from 4GHz down to 3GHz.
You can verify if this happening or not with the following steps.
- Run the game in windowed mode (alt + enter)
- Open Task Manager (alt + ctrl + del)
- Open the Performance tab, then right-click on the CPU graph and choose "Change graph to > Logical processors".
- Set Task Manager to 'always on top' by clicking option
Now you can play the game and monitor CPU speed.
It is most definitely throttling my CPU, but that does not change the fact that even on the base clock or lower it should manage a stable game.
Note, I have also tried underclocking and watching the thermals of my CPU as part of my journey to make things work. At that point there was no longer any throttling on the system, but the result was still high TN and issues.
I fully expect my system to underperform. But not being able to even sync with the server seems like a clear case of something being unoptimized 🤔

LetalisLatro you could try lowering the RAM speed to 6,000MHz so the memory clock and the Infinity Fabric clock runs at a 1:1 ratio.
I don't know if it will make a difference or not.
