I have finally found a solution for myself. Turns out even with xmp enabled I was still getting only 2300mw of speed from my ram. I disabled xmp, shut down my computer and changed the RAM into slots 2 and 4. After rebooting I enabled xmp again and am now getting the full speed of my ram. The game runs smoothly for the first time since launch. Hope this helps others
