I managed to fix the issue with some tweaking of my BIOS settings, commenting in case it helps anyone else.
My BIOS had my ram speed set to "auto" swapping to "ddr4 3200ms" has completely fixed the issue for me. TN has gone from random 200+ms spikes to a stable 10-30ms
