And I can't host the server locally (because of poor design decisions) and I cannot host a server "non-locally" because of poor design decisions.
0% reason I can't host a full xp experience other than an unnecessary demand for "control" by the developers.

The author of that reddit post puts it best. You can't stop XP farmers without creating more issues and making a lot of players unhappy. So use a different system (Like Peer2Peer) for the farmers / people that don't want to do things the hard way, and then have regular portal for the players that want unique and specific battlefield PvP Experiences.
Another idea is to introduce tiers of portal where you can use the free version limiting the resources you get for your experience but you could pay to have an experience hosted, like the dedicated servers from BF3 and BF4.
Giving us a great tool like Portal and then being limited by limited resources takes away the reason to have Portal in the first place.
