BF4 localization options disappeared?

I was asked by EA support to post my problem on the forum here while they push it to another part of the support team. 

A number of years ago I purchased bf4 with the Japanese language options available to me. But for some reason, when I verified my game files the option disappeared and reverted my copy of the game to the 'global' copy that includes russian, english, chinese, polish, korean and some others. But not Japanese like I had before. 
After that, I bought a copy of the game again on a different account because it was 2$ and had the edition I wanted. It worked for a while, I even have recordings that include the UI language working correctly. 
Now I came back to the game a while later again, and sadly it has changed again to bf4 premium edition with the standard language packs. 

Following some advice on ea.help.com I looked in my game files and found that I still have the localization files installed, but my GDFBinary_ja_JP.dll file had become the EN version. 
I verified the files again, and not only did it not fix it but it outright erased this DLL file. (???)
The game still launches normally though and the UI and voice all works in english. 
I tried verifying my files again and it came back.
But now im completely lost. I again followed some advice on the forum to do a registry edit to fix the problem, but because I can't select the correct language option in the launcher, I can't redownload the correct dll and it doesn't work.

I'm so lost now on what to do... EA support told me to make this post while they move the ticket to someone else who can maybe help me, but I don't know when they will get back to me. And they closed the chat. :(
