During the last week of the offseason once a year; giving the option to reallocate your coaching points once you're max level.
Helps if you made a mistake along the way without having to make an entirely new coach.
Especially since your job offers are based on the areas you pick. Most people went with recruiting but the offers are often for motivator or tactician. Or even better, raise the cap level.
I got lucky with Texas. I have 2 master recruiters with my recruit. Didn't use any of my points until I won 2 National Championships. I then went 2 CEO & got the discount whereas I used 3 points per position instead of 5. Got my recruiting tree full, then fired them & got 2 master motivators & did the same thing. Now I am looking for 2 master tacticians. It takes a while but it's working so far for me.
I would also love to see coach abilities have a reset somewhere in the off season. You don't realize how many total ability points you get when you start a dynasty. So, you start selecting abilities alone the way. So, some abilities you really wanted don't get selected while others that are not as good do get selected. If nothing else, provide a statement that tells the maximum coach ability points you will earn. That way, at least you can plan for the abilities you really want.
