Instant Commit no longer works!

I have the dream school and this is the second season in a row without a single instant Commit preseason. I normally average 3-4. Cand find any info if this was from an update. Anyone else having similar issues? 

It's not my school and I am only talking about 1st choice players. Nothing has changed so it must be an update right?
