You’re incorrect. That’s, literally, why that rivalry is, and must always be, locked .
Ohio State/Michigan is similar because of the Toledo war.
Sufficed to say, the only other sensible setting would be one locked rivalry per team, favoring the non-negotiable ones, like the two I’ve explained the reasons for.
