Transfer Qb’s in the portal

Love how brutal the portal can be, but quarterbacks transfers need adjustments. I designed packages for my freshman backup at OSU, and at no point did he ever look like transferring. He played in 14/15, and once the portal opens, my chances of retaining him are none.  I get that a kid may want to test the portal, but I also lost the other QB in the room, and neither one are in the game in year 2 as they didn't sign, because players that started a playoff game were also in the portal. My starter was a 97 overall rising Junior, no real way he comes back after next season, so my playtime penalty for the backup QB shouldn't be the same as if it were an 80 overall rising Sophomore who has 2+ years left in school
