RTG Cap Breakers

I used a few cap breakers a season ago or so. But now, I can't seem to use them and I have an additional 22 cap breakers. I have a few attributes maxed out and its saying that I need cap breakers and its grayed out. Anyone else have this issue or is EA trolling us?

Punt/Kick return simulation statistics
CPU teams are not recording accurate amounts of punt or kick returns. In fact the game doesn’t track any punt returns at all in non user games. Please fix.

Coaches Mode
